    Is 3x D&D a rules-heavy system? Is that a good/bad thing?

    GURPS has templates that make character creation (relatively) quick. It also has the advantage of being easy to improvise (for me. YMMV.) I can't say that about 3.x D&D.

    Warhammer Dark Elves wouldn't have different stats from regular elves. As for cold ones, I'm sure you could find stats for the appropriate type of dinosaur in one of the monster manuals.

    Looking for a good arms/equipment source

    Ultimate Equipment Guide Volume 1 by Mongoose. This book has lots of weapons, armor, adventuring gear, herbs, and miscellaneous equipment. I haven't seen a more useful book of equipment yet.

    Filling out my 3e collection

    I also liked Cityscape. It is useful for pre-made city maps, NPCs (guards, thieves, merchants, etc.), and adventure ideas. Some of the feats are less than useful, but overall it was a good (if a little too short) book.
