Every 'tactic' I've ever seen is a rules exploit or a mother-may-I with the gm on saying something cool.     At 16th level, no less. I foresee at least one fly forever laser cleric because of this, as the other abilities are actually fairly good and not avenger specific. Heck, Bow ranger with high wis multi avenger. Twing-twang forever from the air.

    You could also change it to be you lose the effect if you do not end your turn adjacent to the foe. There are a ton of ways most solos can make that happen, so it adds something interesting to it. Plus, at least it's not the hospitaleer. That one is just mean to aoe solos.

    Occasionally, parties are not built to stack lots of buffs or debuffs as well. Swordmage/S+B fighter/Shaman/Warlock/Bravura Warlord, for instance.
