Look in the section on the feats, the legacy feats define what levels they unlock at. Also, in the section on designing your own Legacy items tells this info. Least is from 5th to 10th, inclusive. Lesser is from 11th to 16th, inclusive. Greater is from 17th to 20th, inclusive.

The "Weapon-like Spells" rule first came out in the 3.0 book Tome and Blood. Complete Arcane reprinted it with some great clarifications.

Based on the stats in the FRCS, it has a crit mult of x2. D20 Modern does not use crit mults. Otherwise it is the same as the longsword.
