    I like 4e's ebberon, it`s not like it just said "no consequences! play whatever you want!". Rather it told you that there were expectations and PCs could be exceptions and those exceptions might have extreme consequences.

    In my experience PC rules that are complex are fine, players in general like customization. It is really only a PITA when you need everybody to play by the exact same creation rules.

    Here is the issue, pc vs pc is harsh in 4e, pc damage is higher than most monsters of the level and their hp is lower. The best way to do it is to use the monster math and build a level 10 monster but give them fighter powers. Its a level 10 monster with fighter specific powers or features.
