Do you have some sort of anti-virus program normally running in the background (Norton's, Trend Micro, etc.)? Otherwise, that doesn't sound normal. If you were using IE without a pop-up blocker, depending on where you were, it could have been a pop-up trying to prey on fear/uncertainy/doubt...
