    The XP cost seems a bit much. Put in a clause about how you can't apply any resistances or immunities, and it works just fine without any additional cost. It doesn't end the condition, it just moves it, which seems well within the limits of a level 3 spell.

    I wouldn't really see a problem with Close range, 1d4 damage, +1d4 damage per three levels of the highest level spell you have available to cast. Change it to pure arcane damage (no resistances apply), and you've got a feat that's actually worth taking.
