    I think in the 3.0 SRD and 3.0 MM they were under "Giant Eagle" and "Giant Owl" rather than "Eagle, Giant" and "Owl, Giant". That's probably the root of the confusion (unless, like you said, Tailspinner was trying to look under the Animal appendix).

    I don't consider 80% repeat judges a diverse group w.r.t. experience. I'd be happier with 2-4 new judges and 1-3 repeat judges, myself. On average this group will have judged more than twice each before.
