Yes, because the blowdart has a grooved barrel like modern weapons and gives the dart spin to increase accuracy and damage. Not because you are hitting WITH the blowdart. Weapons that fire projectiles grant bonuses to their mundane ammunition because it would likely be unfair to charge more...
