I think what might happen is that V will kill Xykon, and Redcloak will step up as the primary antagonist. There's still an army of goblinoids in Azure City, after all.

I'm pretty unimpressed by the whole thing. I was expecting something mechanically distinct, something that would make the race worthy of a playtest article. The only distinct parts of the wilden mechanics are the swapping aspects, but we've seen similar mechanics with the genasi and drow anyway...
Over on the WotC Eberron boards we had a bit of a run creating Eberron paragon paths, with a number of PrC conversions including:

We had an fairly experienced DM, two experienced players with the avenger and the paladin (me) who are DMs in other games, a player with the invoker who was only a little familiar with the game, and a barbarian and bard who hadn't played 4E before.

It looks like the primary vestiges, King Elidyr and Zutwa, don't have an associated pact boon, so you have to use a daily before your pact boon comes into play. I guess the at-will augments are supposed to balance that.
Am I reading that right?

Here are a few options I'd try:
1) Add them as minions to the encounter. If they fall, they don't die, but are simply knocked unconscious and require aid. To compensate, add an extra enemy minion to the encounter to keep things even.
2) Add them in to the encounter, but don't stat them up...

My best guess is an "astral" pact, given that it appears to be either deity (God Fragment) or devil (Hellbringer) based. I think you're right about the flavour, though, definitely stealing power or drawing it from dead gods.
I think he said "that's weird" because he wasn't expecting such a quick reply, and "not exactly" is referring to V's asking if it is the application form, not the contract. Judging by the envelope, I think this is almost definitely the contract.
