    Magic Item Advancement?

    The Midnight campaign setting book has rules on covenant items, which are magic items with dormant magic abilities. The abilities are unlocked as the wearer/wielder gains levels. No separate XP/level progression for the item itself, but increasing "magicness" as the user progresses.
