It is also important for casting spells from scrolls, which in turn means that by keeping the rule in place that there is at least a reasonable difficulty for rogues with use magic device to cast spells in that way.

I only have wizards as prepared spellcasters. The rest are all spontaneous as per the Unearted Arcana rules. So the question and explanation become different: "Why do wizards cast their spells after preparing them first?" "Because they learned their magic through formulas and ritual".

Although I am tempted to do so, I haven't found the "folding" compelling enough for me to expand my house rule document even further.
I am of the opinion that it would be nice if 4e streamlined the skills in such a way however.

Pretty much always. Most of us drink beer (Grolsch mostly), but one of us has recently made the switch to vodka/apple juice. He thinks it is less fattening.

Eventually my backlog of 3e Dungeon adventures I want to run will diminish to the point that I will switch.

The Eberron options are:
Whirling steel strike: Longsword
Serpent Strike: Longspear
Double Steel strike: Two bladed sword.
All require weapon focus in the weapon in question, proficiency in the weapon (duh) and flurry of blows as a class feature.
7th. Fighter types get their 2nd attack, but non fighter types do not, having to rely more on spells or tumbling into position to get their sneak attacks.
