I like your idea. I rather see something like this. Make the Rune Lore ability a feat. Use the character class spell slots. Condition the discovery of new runes to adventure, or copious research at a specific place. Done. No need for levels. You can have a second feat for the Rune Mastery ability.

I think this is a contradiction. If you release more tools players will just use them to make their characters more effectives. We can't condemn them for doing that. Me personally, I don't like the prestige class mechanic, but I know my players do. So I expect at least WOTC will release them...

If they find the right balance and get good return this might lead to an interesting situation. They could use this same strategy to leverage other campaign settings. Bundle them with some recyclable crunch to make them more commercially appealing.

Not complaining but, by these previews so far it looks more like we're getting a Player's Handbook II than a Forgotten Realms book.

That would be my case. I'm curious about what is so unique about Greyhawk that makes it diferent from The Realms. I think the diference is much more clear when I think of Eberron, Darksun, Ravenloft or Planescape.
