Just to be clear: Reds @ first level: 2 feats, +4 skill points. Everybody else @ first level: 1 feat, -4 skill points. It is, undoubtedly and unashamedly, lopsided. Blatant rules tweak to encourage the play of Reds (as the primary race).

The reds are the default "humans" of the setting, so yes. Everybody but the reds get the penalty. It's just part of the standard "human" thing.
