    Light Shield and Implement question

    This was answered in the 4e PHB FAQ actually. Using an implement to enhance your spells is the same as attacking with it, so having a light shield on the same arm holding your wand does not give you the enhancement bonuses from it, you do however get access to the items properties.

    I think a better example would be a Dragonborns breath weapon as it would allow you 2 turns to attack your marks, but from the way a fighters mark is described you're not wrong.

    Actually from the exerpts that have been released you can't "buy anything", you should only be able to buy items upto your level as well as be subject to what the vendor has in stock. Not to mention the markup that merchants charge on magic items, so Enchant is the cheaper solution under default...

    From a fluff stand point, it seems to be what the designers were going for with Tieflings, however as I don't have my books yet I'm not sure on the fluff for Warlock Pacts.
