    Yeah, it sounds like way too much discussion. Unless your players are into that sort of thing. Just make everyone roll, and the highest roll goes first. Then you go around the table, in the direction chosen by the lowest roller.

    You have to start by making a big deal of it at meetings. Get dramatic about how IMPOSSIBLY ANNOYING it is. Then subtly watch to see who gets the most enjoyment out of it. That person is your target.
