    Simple. They don't. On the average, a 1st Level character has a base of +5 for wealth. 2nd and 3rd Level characters simply get +6 (note that the 1st and 2nd ones are misprinted; the 1st one shouldn't be there at all, while the 2nd should be +6.) So. Unless the 1st Level character gets lucky...
