    Can weapon Focus ever stack?

There is no exception in the feat - Weapon Focus grants a feat bonus to damage, and multiple bonuses of the same types don't stack. Although having Weapon Focus (Axe) and Weapon Focus (Polearm) gives you a wider variety of improved-damage weapons, you only get the bonus once when wielding a...

    Charging and Movement

You're both right and wrong. The movement for the charge is included as a part of the standard action. You can therefore spend a move action before making the charge, but since the charge ends your turn immediately, you can't take it after.

    Tactical Feats

Well, mage-based tactical feats aren't fighter bonus feats. That makes sense to me.

    RAW includes Rule 0?

I'd say Rule 0 is impled in the RAW. Check the DMG, page 18, under "DM Cheating and Player Perceptions." Page 14 also features an entire section entitled "Changing the Rules."

    Lycanthropes with poison and spellcasting

No. The only reason the save DCs are different for the different sizes of snakes is that they have more hit dice and higher Con scores. You'd have to increase the creature's Con to increase the save DC. No again. The only ways to discharge a touch spell are with a touch attack or an unarmed...

    D&D 3.x Drow of the Underdark 3.5

Correct. Essentially, that advancement is a method of spreading your nasty +2 level adjustment bonuses over the course of your first few levels. If you follow that advancement, racial level (ECL) 3 gives you two class levels as well as all drow racial traits except for spell resistance. At...

    D&D 3.x Drow of the Underdark 3.5

That's because drow don't have racial HD. The only hit dice you gain for such an advancement come from your class levels, and you use the HP, skill points, and so forth from those classes accordingly.

    Incorpereal and ethereal

There's only one version - it just works differently depending on the templated creature's hit dice.

    Sandstorm

There's a spell called sandstorm in the book of the same name, but I couldn't tell you whether it's an update or just a coincidence.

Metamagic and Warlocks, and pesky wands

Also, be aware of the erata for a warlock's eldritch blast - it's now treated as a 1st-level spell unless modified by a blast shape and/or blast essence, meaning that the "meta-SLA" feats can actually be used on it.

Cloak of resistance: HP and hardness

That table only lists exactly how many and what types of items can give you bonuses at once, though. Most humans, for example, can wear at least 10 rings; you just can't benefit from more than one per hand. I'd say that azhrei_fje's ruling is a fair one.

    Bo9s hit dice per level?

Each martial adept class's hit die is located at the top of its advancement table in boldface. Same for prestige classes in the more recent books.

Healing Hymn Alt Bard Class Feature (Clarification)

Correct on both counts, as far as I can tell. I doubt #2 was part of the ability's intent, but as written, that's how I'd interpret it.

Getting a hand free to cast a somatic spell

You might consider using a buckler instead of a light shield - it's a little more expensive, but grants the same AC bonus and leaves your hand "free" for the purpose of spellcasting.

BARD: Does Inspire Courage Require Concentration?

If you have the Spell Compendium, you might be interested in the spell lingering chorus, which can be cast while performing - it automatically maintains the performance for you, freeing you up for spellcasting or even further bardic music.

[Ninja] Sudden Strike and Ghost Step

Victim's right - Sage advice answered this one about a month ago. As for sudden strike, it does work for every attack you make, provided your target is denied his Dex bonus. It functions exactly the same as sneak attack, except for the stricter conditions required to use it.

    Non paladin Special Mounts

The only thing that comes to my mind is a druid's animal companion - but that doesn't sound like an option for the build you described.

    Rules Used and Abused

I'll try and cover the ones I know off-hand. Against single casters, it generally is. Characters only get one immediate action per round, though, so multiple casters can eventually break his defense. Also, repeated use will, of course, eventually run him out of power points. A wizard's...

    Question about Cleric Domains

The developers have always played a bit fast and loose with domains. If you look at the new doamins in Complete Warrior and Complete Divine, you'll see that they list which Greyhawk deities should have them, to the point that any given deity could have a dozen or more associated domains. It's...
