Yeah, a +7 Fort attack against a first level warlock and rogue will lead to that. The power isn't insanely strong by itself, but in that situation.... What were their Fort defenses? 12? How many minions were there? What was the total XP of the encounter? More info would give us a better idea...
Well, 26 level 2 minions is supposedly equivalent to 6.5 level 2 monsters. And you had 6 level 1 characters. So your encounter was only one level above normal and came in two waves. That's not a surprising outcome.
That said, I think using an encounter consisting entirely of minions is okay...

It appears you made a similar mistake to the one I did. I replied without paying attention to what I was replying to.
Just make sure that you're players aren't color blind. Or if they are, have them look at the tools ahead of time and tell you which colors they have a hard time with. Anything with a lot of shades of brown, red, and green would give me problems, and my CB isn't that bad.

Effects do lots more things than those. Read some of the fighter powers, or even Radiant Brilliance, the one I mentioned above. There is no set thing that effects are limited to in the rules.
