    THIS. I own it. And it contains exactly what you are looking for in some respects, especially the "time to craft" info. It'd be worthwhile for you to acquire just for the background info it contains alone even if you don't plan on using the GURPS system.

    Honestly, the easy way to do this is simply to not let the spell happen. The god refuses to power it. A good deity would not let his powers be used in this way. In my campaign, there would be no castings of Holy Word in that area, or it just wouldn't effect innocents (children).

    As others have already mentioned, those rules did exist, they started on page 40 in the 3.0 DMG.
