I think you are at once expecting too much and too little out of level 20 characters. An ancient dragon is just not that important for a level 20 party. It might be part of their story but at that point not the focal point. If people want that then they should play lower level.

I think the PCs should just be lower level and it shouldn't just be a wandering monster. It should be a struggle to outwit the dragon. They don't survive that long without constantly being vigilant about potential threats.

A level 20 party should be able to defeat an ancient dragon 98% of the time if they can corner it alone so I don't see the issue.

There would be quite a lot of leg work to get that specific information about how to counter the dragon's abilities. If PCs can gain this knowledge while staying clear of the dragon's information network, disabling their allies, and get into their lair the party deserve the win.

The rules are explicitly written from the POV of use in a typical D&D game of a few PCs. For me, something like cure wounds in the stat block is a distraction and I would just say they have it if it came up. I don't want monsters with a list of 20 spells they can cast.
