For the town prosper mini-game how about something like... start with a basic number of how much 'food stuffs' the town eats. 300 people you say? Lets round it off and say each person eats 1 foods a day. Or if a day is too zoomed in, say 1 food a season an abstract it out for ease of use. So...

Looks really fun although I have one thing that bugged me I'd like to point out to you which is on that wonderful map you have, all the rivers 'flow' the wrong way. ;) I'm just a map snob like that though!

Not really just 4th Edition but the HP system in general regardless of which game uses it, IMO it is too sterile.

Yeah sure why not? If cold blooded homicide for pure material and selfish gain has been cool for the past 30+ years I don't see why slavery would be a big deal.
