    ideas for building a dragon killing druid (needed for backstory)

    Take some feats from the Draconomicon. There are some which are very powerful against dragons, although not really useful against other creatures. This book might have also some spells the druid could have used.

    When Skill Focus loses its value

    You should take into consideration that the feat you mentioned is a regional feat, and those are admittedly somewhat more powerful than normal feats. But I agree, in general +2/+2 feats are better (= more powerful) than simple skill focus feats.
