    Viper Strike Effect

No, he doesn't. Effect lines occur regardless of hit or miss.

    D&D 3.x Domination in 4E vs. 3E

I see nothing implying that domination means domination as you describe it. What I was pointing out was that this could be a change in the nature of what it means to be "dominated" -- from "behavioral control" to "physical control." And one neat thing about this is that it supports the trope...

    D&D 3.x Domination in 4E vs. 3E

You get as many free actions as the GM allows, both on your turn and on anybody else's turn. Though you could consider a free action on someone else's turn an "interrupt action", so you wouldn't be able to take it. Also, picking up a weapon is a minor action I think.

    D&D 3.x Domination in 4E vs. 3E

I was thinking about that, actually -- I believe it was previously stated that dropping weapons is a free action. I'll be curious to see what the RAW says on domination.

    D&D 3.x Domination in 4E vs. 3E

If it did, why would you even need to use Sense Motive to determine that they're being dominated if they could just tell you both that they were and who did it?

    D&D 3.x Domination in 4E vs. 3E

Just something interesting I noticed. 3.5E Dominate Person: Once you have given a dominated creature a command, it continues to attempt to carry out that command to the exclusion of all other activities 4E Dominated Condition (from KotS): You are dazed: You provide combat advantage, you can...

    Why are healing surges limited?

I suspect because limiting healing surges turns it into a currency. Imagine some potent magic item that drains healing surges each day.

    D&D 4E Three general 4e mechanics questions.

What I ruled was that you can take a standard action to take appropriate action (e.g. if you are on fire, immerse yourself in water or go prone to roll on the ground) to gain a +5 bonus to the saving throw. (She still failed.)

    Grunt rules: Tougher minions

Something like this, exactly. Missed attack still does no damage. Double minion XP seems appropriate as well.

    Grunt rules: Tougher minions

In my opinion, to solve malcolm_n's problem you'd ideally want the Grunt to have Resist All N, where N is some level-appropriate number. That way, there's no book-keeping, grunts can take some damage but shrug it off (to give that "tough" feeling), but any criticals, encounters, and dailies...

For pregen runners, anyone using acid arrow over sleep?

One of my players took Acid Arrow because I gave her the roleplaying prompt of "Doesn't like when other people tell you what spells to cast." It turned out to actually be really useful -- one of the hobgoblin BBEGs was killed by ongoing acid damage on its turn after failing its immediate saving...

    A Question of base attack

Yes, everyone has the same saves and BAB. However, different classes have different bonuses to BAB and saves, such that the Fighter still is better at attack rolls than a Wizard.

    Monster Power Recharge

Fair enough. I like rolling just once, to be honest, mostly because otherwise you have to keep track of die-power correlations somehow, and it feels smoother to me to be somewhat more stateless.

    Monster Power Recharge

I figured someone would call me on this. Remember that what you actually see in the Monster Manual is the following: :ranged: Swift Arm of Destruction (standard; recharge :5: :6: ) ✦ Healing It seems like it would be silly for :5: to also imply :6: .

    Monster Power Recharge

What most people think so far: Beginning of your turn, before you do anything else, roll your recharge die. All rechargeable powers that list that number are now recharged. Example: Power X recharges on 4, 5, 6 and Power Y recharges on 4. You have used both. At the beginning of your turn...
