Fair enough. Harpies are probably the way to go then given they have a few monsters at different CR's (1/8, 1, 5). Satyrs might work too but that doesn't seem to get at what you're after. Refluffing kobolds or goblins as kobaloi could work.

Centaurs, minotaurs, and harpies can be pretty wild and aggressive from the card game.

Sigil seems to step on a lot of toes in Magic since Ravnica fills the niche of a giant city with varied diverse factions. Still, it would be cool for a one-off theme for a set.
