    The reason to prohibit these things after a charge is to prevent people from charging, hitting the enemy, then using a move action or shift to move away. That reasoning doesn't apply to movement before a charge.

    What's stopping you? Monsters in 4e are extremely customizable. Slap a template on it. Heck it's intelligent, slap a class template on it. Maybe a wizard template to give it back some of the spellcasting it lost (this is probably what I'm doing for my game). Really want something different...

    My only problem with Zombie Smash is it's ambiguous. It sounds like it could be a power for a character who hunts undead. You don't have to call your attacks unless you want to. This isn't Dragonball Z. ;)
