    When it says the target is "all creatures in X," it means "all creatures in X." It does not care about anything else. Not damage type, not affiliation, nothing. If it says "all enemies in X," then it avoids friendlies.

    I'm confused. You say the Swordmage seems designed to be ignored because only when its ignored do these things come into play. How is that not exactly the same as with Fighter? Whom "monsters ignore at their peril" by the fact that when its ignored, its features come into play.

    Making it a standard action is a pretty reasonable thing. Then you can see whether or not they're just trying to maximize damage or they're actually trying something flavorful. Because, as a standard action, it's weaker than simply attacking again.

    There are plenty of intelligent creatures who are noted as being willing to take OAs in order to attack particular targets. As per their tactics block. There's a white dragon in particular that springs to mind, willing to take OAs and consequences of marks, in order to attack lighter armor...

    If the enemies are doing something that particular players have better defense against, then the players should be helping you make them feel awesome by soaking it up, as it were. However, they likely won't. hah

    Not by RAW. And also by RAW, I'm pretty sure he wouldn't be able to use a wizard implement for it anyway. So, he's out of luck on implements to use for it.
