    If the players try to find trivial encounters to rort the system, simply have them not count. Why? See my last post. Next explanation - it's a karmic thing - you need to build up karma (better suited for divine items perhaps)

    Don't some powers have 'Basic Attack' as a property? I assume this means that any such power can be used in situations that trigger a basic attack.

    The wording was specifically changed to prevent cases of paladins marking enemies then running away, causing the marked enemy to take damage each round until it caught up to the paladin or died. i.e. Standpoint B. is exactly what the developers are trying to stamp out. So it's Standpoint A.

    Wizards forget the spells they previously had in their Spellbook because the developers thought that keeping them would make the wizards overpowered. It's a spellbook. It only holds so much. Something had to get removed to make room. Same logic as one ring per hand.

    The other thing about minions is that they do a fixed amount of damage when they hit, instead of a random amount. This is presumably so having a dozen minions in an encounter doesn't slow down gameplay.

    Multiclassing woes

    You can get the curse as an at-will power by using paragon multiclassing. Without that, as I read your quote it seems that the 12th utility is the only way you can apply the curse. You still have the curse - you just don't have an at-will that applies it.
