I was re-watching AotC, and Yoda and Windu are talking in the Temple. Windu very specifically says (paraphrasing here) that the Jedis are going to have to acknowldge that they've lost much of their power, while the Dark Side has begun to wax strong. It makes sense to me that, in the KotOR era...

A quick clarification: my definition of "Rise of the Empire" is specifically events AFTER Revenge of the Sith, once the Jedis are killed off / in exile / in hiding, the 20-odd years between the two trilogy movies.
