I am absolutly open to any suggestions to improve him although this thread might not be the best place. Regarding augmenting ToI believe it or not its been very helpful in a number of situations to get enemies off certain positions on the battlefield or getting them off other more squishy party...

So its a system mastery issue where its a bad choice if you aren't using certain weapons but its not a power for only those weapons hmm...

My 11th level fighter is +D7 with ToI and +2 with RoB

zI think there are some assumptions on your part that aren't really clear to me for example saying the to hit chance is equal seems odd to me when one power requires 3 to hit rolls to work to its full effect and the other only one. Additionally the assumption that one is using a weapon which...

None are deal breakers however I would prefer 2 and 3 were not default assumptions of the game but rather add on for those who favor that playstyle.

I'm totally not kidding I wonder if its cut off at the bottom of a sheet or something. I will have to look next time I go upstairs. I have noticed that the sheets don't print out too cleanly cutting off the bottom of boxes at times. It's possible I could have overlooked it i guess.

They mark an equal number of foes since they are both single target so again no credible reason for one to be at will and the other encounter. Further more ToI actually gives you more control than RoB since it allows you to force move your opponent, while with RoB you just hit the same guy twice.

You question makes about as much sense as me asking why my Fighter doesn't get better at rain of blows beyond an incrimental bonus to hit. Why does it do the essentially the same damage at 3rd as 7th or even 11th. Why is he still only able to do it once at 11th level surely by then he is better...

if encounters are more powerful than at wills why does tide of iron an at will power average more damage than rain of blows an encounter power? Not to mention the 5 foot push.

So there can only be one trick for hitting someone twice but many tricks for smashing someone with a shield knocking them back 5+feet? This is the logic really?

If its a big boss battle as you said then spending you xp budget for the day will indeed balance the encounter

The point remains Tony how balanced or unbalanced 5E will be for people who want to have one weak or average encounter per day remains to be seen we don't know and probably won't until it's released.

Tide of Iron is level 1 and the feats are all heroic. But even without the feats I don't see the logic of one being repeatable indefinetly and once being possible only once per encounter.

It will be fun to find out. My gut feeling is that no matter what 5E ends up looking like my group will probably end up switching from 4E to 13th Age sooner or later.

Not really more specific "not balanced" could mean one class averages 2 points of damage more for that encounter we don't know what it really means until we see the finished product.

Even without 3 feats ToI should average higher damage than RoB (not to mention the 5 feet) so I ask again where is your balance...arbitrary limits I say.
