    No, it implies that if you throw one of these at a 2nd-level party, you probably will not kill them. Fighting things that are the same Challenge as your party is a big deal. Most of the Challenge 2 monsters we have seen are more than capable of dropping a Level 2 Character in a single lucky round.

    Again, all the Two Weapon Fighting style does is allow you to apply your Ability Bonus to the damage of your off-hand attack. It is by no means needed to duel-wield. Rage damage is better. The Dual Wielder Feat is what you probably want, as that allows you to use non-light weapons.
