    Pretty sure you always add you proficiency bonus to spell casting. Will try and find a reference. Don't believe there is a High Elf focus item though.

Given that Darts and Dagger have almost identical stats (cost and weight are different), its odd that if you classify them as Dagger monks can hurl shuriken for d10 damage, but if you classify them as Darts they cannot.     Just noticed that I never replied to this. I did do one version that was loaded with immunities, but it seemed not to really fit 5e style. This is the edition were Undead are not immune to Fear after all. Open to suggestion on languages, although Telepathy makes them pretty moot.

    I think a better solution would be the Magic Item requires the appropriate Action to the effect. So if you are using a Wand to cast a spell - the action you are taking is 'Cast a Spell' rather than 'Use an Object'.

    Because the Critical Hit Doubles the Dice rolled, and Assassinate Doubles the Total Damage Done, I believe they stack.

    If you run it as a Group check, as log as 50% (i.e. 2 in your example) beat the target's Passive perception, then all the group would count as succeeding and the monster's would be surprised.

    You also might want to bear in mine that Druids can shape-change into any Beast of Challenge 1. I think a lot of the Recharge on Rest powers are there because of that.

    Wand of Winter has a Save DC of 15. I am not entirely sure how they determined that as its bonus to hit is +5. Edit: Ah! looking at the scroll table referenced by Agamon above, looks like it is based on the level of spell in question.
