I ignore most of the attunement rules and just tell a player when I feel they can't get any more major items. I also find it funny what items need attunement and what items don't.

I make it more like a disease that the victim can contract. I haven't needed it yet but I'd probably base the DC on the amount of damage drained.

I don't think it's relevant at all. That's like someone buying a Model T because it's easy to work on. Sure it's easy to work on but it only goes 30 mph and needs to be hand cranked to start.
