    I think that designers tend to agree with you. The NPC writeups in several adventures I've seen seem considerably more 'full.' Not necessarily in terms of powers, but also in feat based abilities not available to by the book NPCs.

    As opposed to a tactical warlord granting INT+1 to attack and INT mod to damage on a whole bunch of AoEs? While most likely having either a higher attack stat or higher secondary stat since they don't really need CHA.

    Prismatic Burst beats out Glyph of Radiance which is 4 levels higher. None of the Invoker 17s have something like Crushing Titan's Fist, which kills mobility even on a miss.

    Nothing. But nothing prevents all the attacks from being on one target either. And considering how much damage it can do a single target, it's usually pretty dumb not to just shred one guy.

    Our group generally just uses Elites as bosses instead of solos. A solo by itself hasn't worked out that well, and our group often has only 4 players, so there's less room to add other things to the solo.

    I've found Stand the Fallen to be good as well, especially since tactical lords tend to be short on other healing effects.

    Because most fights aren't against solos, so there's usually 5 or so enemies. Hence hitting most them can be pretty good.

    Non combat charm type effects tend to Diplomacy/Bluff bonuses, rerolls, or other skill challenge affecting powers (your skills counts as an additional success, or whatever).

    Yes, I do. Being the guy who rolls F/RT while (not) contributing with a short bow was lame. And I don't think fighters have lost anything; Come and Get It is THE defining defender power.

    IIRC, it says +1, not +1 per target.

    Paragon. Heroic seems hamstrung by its limited access to powers. Having only 1 or 2 encounter powers means resorting to at wills in short order, and limits combinations within the character.
