That's what I've thought too. Not that illustrations indicate a gaming law but that's the way Manyshot is depicted in a picture in the PHB. And it explains why both arrows use the same attack roll.

I can think of some possible reasons: --If the PrC provided straight continuation of existing spellcasting class, it could make the character too powerful. Good BAB, saves or special abilities may keep the PrC balanced and the addition of increased caster level and spells could unbalance it...

The SRD describes a Divine Focus as: "The divine focus for a cleric or a paladin is a holy symbol appropriate to the character’s faith." Could the character have a tattoo of the symbol as his divine focus?

I don't know the RAW, but I would just have it apply to the regular damage but not the splash damage. I could see doing extra damage to the target because you really heaved the flask at him. And it seems far fetched that the impact from the mighty throw would be strong enough to hurdle shards...
