I think Dragonborn sound like Gonzo, semi-humanoid with unprovable relationship to mythical creatures....sounds like Gonzo to me.

If most Crafters who were Really good - - only succeeded about 50% of the time, we would have a REALLY expensive society as a 50% failure rate would drive most people to stop even trying (and remember you stated that this is the Really good ones....) I personally think that a Trained Crafter...

Yes to the first, but as far as I am aware no to the second, no stacking 2 of the exact same enchantment. (Named Bonus stacking)

I see that this is a chance for people that don't like the idea of 4th edition, but is it really... That seems to say that anyone that does look forward to 4th Edition is looking to be in the dark and that the only 'Real' option is to ignore the new edition completely?
