    Right. I comes down to the question "Do I notice a change?" If the difference is seen as only 1 additional hit (or miss) out of twenty swings, most people would say "I wouldn't notice that." OTOH, if you say "you'll hit 10% more", they might come to the opposite conclusion.

    Yup. It's those simple things that you miss..... <jk> Sadly, I know of more than a few players who have neglected to equip their PCs with missile weapons. It's doesn't help that there are few ranged powers. ...other than insults. Insults work.

    Sure. You could just do this anyway, as "S.O.P.". The players say: We rest up, and the cleric helps. Everyone rolls a d6 and add the Clr's Wis to each healing surge you use." Simple. Come on: everyone likes rolling dice.

    I agree; although I think most people would "notice" it as "~10% fewer failures", since people notice failures more than successes.
