Well, there a lot more options for players and DMs with 3rd Ed. It is also much harder for the DM to prepare NPCs and monsters than 4.0. It will come down to what "feels" better for you and your players. Something that is simpler than both and has more the flavor of the 1st Edition is Castles...

I use a reaction mod whenever someone with a minus or plus interacts with NPCs over something meaningful. I'm surprised to see that some DMs don't.
