Ok, 17 is a lot more reasonable. Probably a dumb question, but if the players manage to kill the thing, can they use the rifle themselves? I assume yes, but they probably wouldn't be proficient in it unless they have the right exotic weapon feat.

I love it. Just one question: the "horned serpent" ability says its Dream Sequence automatically activates if it gets bloodied. Does it need to have 2 legendary actions left for the turn? Or does it happen automatically?

Well, it still does more damage than a CL 20 disintegrate. I would have it allow a fort save (dc 25 or so) in order to only take 5d10 damage or so.

Does the rifle start out uncharged and take 1d2 rounds? If not, it honestly seems WAY too powerful, as 64d10 damage would be about 320 on average, which would 1 shot even a level 13 barbarian several times over.

As do I. Someone actually made stats for the infinitaur a long time ago I give you... the INFINITAUR! but they didn't make general Anomaly traits.

Umbrals are these creatures from the lowest dimension (entropy). They haven't been given stats yet, but are mentioned in the Epic bestiary, and in this thread How do you kill an Umbral? Upper Krust explains what they are like.
