    Whether divine or arcane, the base creature needs to be an 11th level caster, so either way the CR is the same. Granted, going from Cleric to Lich is probably not quite the power bump as Wizard to Lich, but at least on paper its "the same".

    This is the real point IMHO. There is no reason whatsoever for a GMPC to be in a game. Need a role filled? NPCs, Henchmen, hirelings, extra characters, etc. The only reason a GMPC will be in a group is because the GM wants to run the game AND play in it at the same time.
