The problem is that's it's very easy to "buy off" the 1 that the bank starts with by expending it on an inconsequential roll. Similarly, trading up the banked roll is frequently cost free (say you need to roll an 8 to hit, have a 10 in the bank and roll a 20 against a nearly-dead minion). It...
