I also believe that it is not that Plate armor is too cheap in 4E, but rather that some other stuff is too expensive.
You could probably try to fix that, but then you would need to introduce coins that are below a copper piece... Pennies...

If your fighter has one weapon in each hand (a one-handed weapon and an off-hand weapon), you can make a basic melee attack or use any of your melee weapon attack powers using either of your weapons.
No penalties, but no extra attacks either, unless the power specifies it.
What I meant is that the GSL police won't batter down your door just because you decided to make a homebrew [Oerth/Ptolus/Golarion/Athas/Ravenloft/Krynn] 4th edition game...
I agree that some settings favor the new rules more than others, but the case in point (a Westeros 4E game) is far from...
No need for fearmongering, you can run a 4E game in any campaign setting and with any houserules you want, without having to muck with the GSL or any other license... as long as you do not make that into a book and sell it.
I used to run this adventure (with some modifications) as my favorite "introduce new players to rpgs" tool for years. It is light on combat and heavy on problem-solving.
...maybe its time to adapt it to 4th edition, some areas of that adventure would benefit from some skill challenges

The ruleset would work with minimal changes for such a story, too. The changes will be:

I am the DM, but my group has a Cleric of Kord ("Kord, God of THUNDERRR!!") and an unshaven, dirty, alcoholic Paladin of Avandra.
Avandra´s rescue is easily the best Channel Divinity power that a Paladin can get.

Now, on regards to Clerics hiding their true faith, I think that some evil gods (Vecna in particular) could probably have some "hidden keywords" and "double meanings" in their invocations to keep their true allegiance hidden in a civilized...
4E Settings
I voted Ravenloft, but after reading the thread I have to agree that Dark Sun fits 4E better. The Domains of Dread articles in D&Di are an ok way to handle Ravenloft.

Well, as a suggestion, if goat horns and reddish skin are too much for you, perhaps Tieflings in your world could look just like regular humans, except that all of them have thin, arching eyebrows, and all the males have goatees or Fu-manchu moustaches...
