I think I am going to try to balance it out a bit and leave it to my group. Either leave it as is in the 3.5 book, or turn it to a +2 AC bonus with the ability to cast a second spell. I don't really see this as a fix for Haste overshadowing Quicken Spell, it is still pretty much useless as is.

My group tried to put a leash on him and treated him like a pet. We never finished the module, but we still talk about Meepo to this day.

Used once against a bad guy in a full, closed face helm... "Puke." He looked like a sprinkler going off! That, and the DM made him take a will save to waste a round taking off the helm since he was pretty much drowning. Not very classy, but very effective.
