    Most of the 3.0 + values got changed to flat numbers in 3.5.... If you are looking for a house ruling. I would think that both ease and nimbleness should have flat values. NEP could go either way depending on how powerful it is. I personally would value it like the ring.

    Well as a DM I would require the feat. You could read the book that way if you tried, but there are quite a few areas of grey in that book. If your DM is cool with it, then you can do it of course.
