Dragon Encounter for low level pc's

A wyrmling is only CR 4, so says the SRD. they should be able to handle that. Maybe :o. You could always have to run away if less than 20 or 30 HP, and have them encounter it again a few levels later.

    Nonhuman noncombatants?

An act of mercy by the PC's could well be what keeps the next village over from being burned to the ground and everyone slaughtered. If I were another orc and came across an entire village of my kinfolk slaughtered by humans, I'd go wipe out a human settlement as revenge. If you come across a...

Alternate Form after Shadow Strength Damage

What if only half of their strength damage came from a shadow? What if it was only 1 point of strength damage? : \

How Many Devas can you Fit through the Gate?

http://www.d20srd.org/srd/specialAbilities.htm#fly Unfortunately thats as explicit as I could find. And run says you can move 4x your speed so. And if you can convince all those deva's to take the Run feat instead of Alertness, then they could go 5x the speed.

New Character Sheet: Clean & Powerful

The different options with the layers makes it pretty hot. Very hot indeed. I dunno how dynamic you want to make it but a few things: If you can't turn anything then the turn undead section isn't very useful.(Also, I dunno how common this is but, maybe you have no turn undead but can turn say...

    Magic Weapons & Detect Magic

Exactly, thats why: Hmmm, Would a magic sword lose this hardness and extra HP in an AMF though?

How should I apply the following plot hook

Kill the player(character!). Seriously. Thats what hooked the other characters. This PC needs to die in your next combat and be offered the same "be raised and owe me a favor" rule, which is subsequently called on soonafter. edit: Whoops, murder is bad, mmmkay!

Alternate Form after Shadow Strength Damage

Well technically, you could argue it was the alternate form that reduced the strength score, not the shadow. I would say in that case you're simply on the ground helpless. Maybe there's something in the rules compendium ?

How should I apply the following plot hook

Agreed. There's a certain amount of expectation of party cohesion that has to be there. If he flat out refuses to go along with whatever the hook is then, the other players can try to convince him to go along or he can refuse and sit on his rear end playing with his dice. Not all plot hooks...

    Whiney players....

How do the players know its a 15th level wizard and a 19th level sorcerer ? Unless they've actually seen him cast some 9th level spell and it wasn't obviously from a magic item, they shouldn't know more than "two powerful spellcasters". But yeah, that sounds fairly whiny. I'd love to hear what...

How Many Devas can you Fit through the Gate?

Alot. Assuming you mean the medium-sized astral deva in the SRD? (rough guesses). Given that deva's can fly, how many could pass through in a round? An astral deva can fly 100 ft, and if it runs then thats 400 ft per round. Assuming you point your decantur of endless deva's at the gate, and a...

Regeneration, damage reduction & level loss

The demon gains two negative levels which has the following effect: Its not hit point damage so regeneration should have no effect. So, -10 hp and his max HP is reduced by 10. edit: although the enervation spell doesn't specify that you lose HP, I'd assume that you do.

    Undead Advancement for evil cleric?

Though not exactly undead, the Ptolus setting has the (fairly powerful) Forsaken Shigmaa prestige class that is very death-oriented and iirc has a kind of come-back-from-the-dead ability(among alot of other powers). The unique thing about it is you have to die and be raised to gain a level in...

    Magic Weapons & Detect Magic

Interesting indeed, since (Greater)Magic Weapon(which is probably the only applicable spell to use to make a +X longsword, if you actually needed a spell to make a +X longsword), is Transmutation.

Masterwork Wagon, +4 to crossing rivers, hold +200 lbs buffalo! Its in Complete Wagonneer: An Oregon Trail Supplement(CW:AOTS). Four options: 1) When creating a magic item from a masterwork base, you don't keep the masterwork bonus. A masterwork short sword made into a magical +1 short sword...

    Ethics of Killing POWs

The only Convenient option is to kill him. If this was the scene in a movie, killing an unconscious enemy is something you expect the evil bad guys to do. The good guys go in, knock people out(and sometimes tie them up), shoot people who are actively shooting at them, rescue the damsel, and...

    Kobold War-Cleric

There's a kobold deity Kurtulmak (I honestly don't know much about him), but he's got the Earth, Envy, Evil, Hatred, Kobold, Law,Luck,Scalykind,Trickery, and War domain (according to the diety pdf here ) The Hatred domain gives you: Once per day, choose one opponent. For 1 minute, you gain a +2...

    Cheating at the Game Table

As a DM I have fudged damage done so that a player might not die once or twice. And thats it. I've never cheated as a player, and am a bit surprised at how common cheating seems to be from all the posts so far.

A magic item which gives bonus to skill checks, but only for a certain task.

Were I a player I'd probably go, "whatever i'll just use a normal saddle" or "screw it, i'll walk". No offense but, thats a lot of complication for what basically amounts to a DC 5 skill check.
