You may want to premake the characters and just have people sign up for the game. thats what our group does a lot even for campaigns it works well for us

yes you can. when you multiclass as say a wizard you count as a wizard for anything that would require you be a wizard or an arcane power source character. you may not however meet any requirements in addition to being a wizard.
