Those are DM books (adventure hooks), not player books. Like I mentioned, players outnumber DM's at least 4 to 1 (probably more), so putting out just stuff for DMs cuts their market by a whole whole lot.

Rather have new books, personally. I have no intention of partaking of DDI, and Wizards has shown very little aptitude in the way of making great adventures in the last 10 years.

Under the assumption that spells don't scale with level, but instead have to be memorized at a higher level to get better, something like this would be interesting and possibly attainable.

There really is no good reason you can't cast Prestidigitation or Ray of Frost dozens of times per day. They would, however, have to remove some of the cleric ones (Heal Minor and Resistance)

Giving the preset ones "extras" is a bad thing in my opinion. You should not be penalized for actually going the extra mile on your character. I understand not everyone likes to tinker or spend more time on a character, but they shouldn't be rewarded for it.
