The RAW is very clear.. The RAW clearly states that the eldritch blast may only serve as an ranged melee basic attack when an POWER allows you to make such an attack. Sneak attack is not an power, but an class feature..

The system doesnt penalize the players, the players do that to themself.. If they are going to stand in the middle of an dungeon and wait and heal.. something is going there to kill them when they are weak..

An bit off-topic.. But build whatever you find fun to play! Look at the concept you want to play and then look at how you can max his defenses.. Dont chose an class so you can have the highest defenses.. chose an class you really wanna play..

Well.. In 3.5 you had the rules that you needed to say something, sway youre hands or something else.. In 4.0 its simple, you dont need to all those requirements.. but you still do it.. If you didnt have to say something to cast the spell, or to use youre hands, you would be an psionic...
