    Multiclassing - please explain

At any level, you can take the multiclassing feat for one other class. You can only ever multiclass to one other class. That feat makes you count as that class, as well as your own, for all feats and paragon paths. That feat also gives you limited access to some of that class' abilities on a...

When you get a Twice-per-Encounter Power once per day...

I don't see where the difficulty is. It doesn't say you gain the Inspiring Word power, it just says that once per day, you can use the Inspiring Word power.

What happens with reliable multi-target powers?

It says "If you miss when using a reliable power". It doesn't say "while", which would make it clear that a single miss makes the power not expended. It says "when", which is ambiguous. The point of ambiguity remains in the meaning of "miss". The intention is that "miss" refer to the power...

What happens with reliable multi-target powers?

Zsig, you're misunderstanding Mort. Deliberately, it seems. The power has hit. It hasn't hit everyone it was aimed at, but it has hit something.

What happens with reliable multi-target powers?

Zurai, you have to try to misunderstand the intent to get the RAW to work that way. As I said, the only possible lack of clarity is in what it means to miss. The clear intent of the rules is that the power as a whole only misses if every single attack made as a function of that power misses...

    Swashranger

Why not a swashbuckling warlord? It would seem to fit; he's in the van, shouting encouragement to his fellows.

Ha! I love it! You can lower all the stats you want, but you still only get 22 points!

    Building Bucklers!

If used defensively, I'd have a buckler give a reflex bonus alone rather than an AC bonus.

    Half-Elf Ideas

I see. Yeah. Very different. Much better.

    Half-Elf Ideas

WAY overpowered. Notice that the Eladrin only get a single additional skill. You're talking about giving a half-elf ALL skills.

Dragonshield Tactics ( again, I know)

Your move action isn't done until a) you start doing something else or b) you've moved your speed or c) the DM gets tired of waiting for you to decide which space to move to and tells you you're done.

Arcane Gate...Best Utility as an Attack spell??

I think someone started a thread on this a week ago and either a designer or just someone with the inside track posted saying it wasn't possible because both sides of the rift have to be anchored.

What happens with reliable multi-target powers?

I agree, Burr, the real sticking point here is on the definition of "miss". If the power has hit, then the power has hit and expended. If the separate attacks made as part of the power all miss, then the power has missed and is not expended.

What happens with reliable multi-target powers?

What it actually says is "Reliable: If you miss when using a reliable power, you don't expend the use of that power." What it should say is "This power is only expended if you hit with it." It's under the meaning of "reliable" in the explanation of keywords in the section on how to understand...

What happens with reliable multi-target powers?

Yeah, if you can attack 7 people and miss 1... and you've ruled that reliable means if you miss at all then it's not used up? Then you've broken the power. The fighter just has to move around to get as many people in his purview (which he wants to do anyway) and all of a sudden he's become a...

    Warlord Exploit - Commander's Strike

Yeah, that's kind of the way I see it working. Or something like at 2:45 in this video.

10 Characters, 7 Goblins, and a Hill Giant

I'd have the Giant wake up as soon as he was hit, and then be prone, which grants combat advantage. That would be all the advantage anyone could reasonably expect. If you stab someone and don't kill him, you have to expect him to wake up. He might be surprised, but he's probably not going to...

    No tracking?

Only the Ranger and the Rogue get Perception as a class skill (ie. they don't have to spend a feat to get it at first level). And only the Ranger and the Wizard get nature as a class skill. So if you want to argue for a nice synergy between the skills without having to spend one or more feats...
