    The drawback to WLC is that it is a poor quality scan, so its usefulness is much reduced. On the plus side, its on sale.

    Mutant Year Zero has a core 'community-building' aspect, in which the PCs direct the creation and expansion of a village (called an Ark, IIRC). The Morrow Project 4e has extensive rules and resources for community-building.

    Another vote for Blue Planet. The production quality is/was spectacular, and the setting is extremely good. Its only weakness that I recall was a very thin metaplot/enemy faction.

    I didn't count crowdfunding, and I never buy from places with a delay. If Steam can get me a game in seconds, a pdf of a few Mb should not be an issue. Never coddle gaming companies, it encourages slackness.
