Well, I'd still say that it wouldn't work... I'd interpret things like sacrifice to caiphon to be "When you attack with a warlock encounter power with a level..." Problem is, that screws over Hexblades and other essentials classes...

My gut reaction is that they are not applicable to effects that reference a level, because they don't have one. Vis-a-vis StC, that won't work because the Dragon Breath may be Arcane, but it won't be a Warlock power, I believe (having not checked arcane soul or ninefold master).

The catch is, all of that is happening on the leader's turn. The leader grants ACTIONS, not TURNS. Since it's all happening on that one turn, the bladesinger gets only one OA. To echo Obryn, just ask yourself if you've moved to a new initiative step. If you haven't, no new OA. If yes, you can.
